Notification mail will be sent on the hour for any gateways that are down. For all other nodes, a daily report will be sent to everyone on the 'notifications' list. This is done as it is far more useful for property managers to receive a complete daily report rather than immediate notifications for non-critical outages. To avoid duplicate alerts, you can disable alerts on Meraki Dashboard.
